Sensing the imminent collapse of communism, he fanned the fires of Serbian nationalism in order to build a new political power base for himself. But this led to tensions throughout ethnically mixed Yugoslavia, tensions deliberately exacerbated by Milosevic and his placemen. Milosevic consolidated his power by taking control of the media, especially television. When the war with Croatia started in 1991 Milosevic gave financial inducements to those who fought and prison sentences to those who refused.
