Hallam Cooley, the offending motorist, thinks the fight between the policeman is hilarious. They flip a coin to see who will fine Cooley. The sheriff wins and brings Cooley to the police station. Meanwhile, a panicked deputy enters to tell them that they have just arrested a band of gangsters. A group of tramps enters the police station a massive arrest. Among them is Doris May.
